Vancouver Housing Authority (VHA)'s mission is to provide opportunities to people who experience barriers to housing because of income, disability, or special needs. It is their goal to fulfill that mission in an environment which preserves personal dignity and in a manner which maintains the public trust. VHA provides: subsidized housing, education, affordable housing, and subsidy arrangements.

Council for the Homeless is a non-profit organization that provides community leadership, compelling advocacy, and practical solutions to prevent and end homelessness in Clark County, Washington. Washington Law Help provides resources and education for finding assistance and information about defending your rights. They have sections on: Eviction, Affordable Housing, HUD Multifamily Housing, Public Housing, Rural Rental Multifamily Housing, Section 8 Vouchers, Going to Court, Mobile Homes, Housing Discrimination, and more.

The Fair Housing Center of Washington's mission is to assure equal access to housing and other related services to the residents of Washington. The organization will achieve this purpose through education, investigation, and enforcement of applicable laws. They can be reached by phone at 888-766-8800.

Clark Public Utilities Financial Assistance programs are available if you’re struggling to pay your whole utility bill on time. They can help you determine if you’re eligible for financial assistance, or help you make payment arrangements. Programs include Guarantee of Service Plan, Home Energy Assistance Plan, Operation Warm Heart Credit, and Senior Citizen Rate Credit.
